The Legion of Honor Award

Mỗi năm đến tháng 9 lại buồn, nhớ lại tháng 9 năm 2005 một tháng đầy tang tóc.
12 tháng 9 bên nhà báo tin mẹ mất, thất nghiệp cả năm mới vừa tìm được việc làm, họ báo ngày 19 thứ hai bắt đầu đi làm, rồi bên Hội Cựu Quân Nhân Hoa Kỳ tham chiến trong chiến tranh Việt Nam. Bà Chánh Án Eileen Moore ngày xưa là một Trung Úy phục vụ tai Bệnh Viện dã chiến Bình Định nay bà là Chánh Án Tối Cao Pháp Viện của Tiểu Bang đề nghị The Legion of Honor Award và buổi lễ được tổ chức trọng thể trong Căn Cứ Hải Quân Hoa Kỳ tại Philadelphia vào ngày 18 tháng 9, đây là Award cao quý nhất cho những người dân sự kể cả các Tổng Thống Hoa Kỳ, rồi ngày 21 tháng 9 đang ngủ khoãng 3 giờ sáng điện thoại reng bên kia đầu giây Ánh vợ Toàn bên Dallas thông báo ba mới vừa mất, Hạnh thay quần áo và nhảy ra xe lái khoãng 2 tiếng đồng hồ để đến Bakerfield.
Tai họa đến một lúc trong vòng 1 tuần lễ những người thân lần lượt ra đi........

The Legion of Honor Award programs publicly recognizes and honors outstanding members of society whose lives model the giving spirit and unconditional service to community, nation, and humanity without regard to race, religion, or creed exemplified so dramatically by the Four Chaplains. To be considered for any of the five awards, the selfless and transformative achievement must be above and beyond that of a professional resume or organizational position.
The Legion of Honor Gold Medallion is the highest and most prestigious award presented. It is given to a person whose leadership has brought his actions to worldwide attention, and whose very life epitomizes the spirit of the sacrifice of the Four Chaplains.
The Legion of Honor Bronze Medallion is the second highest award and is granted for extraordinary contributions to the well-being of others at the national or world level, to world peace, or to inter-faith and inter-ethnic understanding.
The Junior Legion of Honor Award is given to young people who have contributed to the improvement of the inter-ethnic and inter-faith harmony in their communities. Their contribution must symbolize the sacrifice of the Four Chaplains to selfless service.
The Legion of Honor Humanitarian Award is given in recognition of a lifetime commitment to selfless service and societal advancement that has demonstrably affected the quality of life in the community, state or nation, service without regard to faith or race. The selection process for this award is rigorous.
The Lifesaving Medallion is rarely awarded and is given to persons who have saved the life of another at grave personal risk.

Distinguished recipients of the Legion of Honor Awards have included Presidents Harry Truman, Dwight Eisenhower, James Carter, and Ronald Reagan. Notable luminaries who received the award were Bob Hope, John Glenn, Mickey Rooney, Martha Raye, James Michener, Marian Anderson, C. Everett Koop, Tommy Lasorda and Shirley Chisholm as well as deserving military personnel, veterans, and civilians from all walks of life.

Nominations are accepted for any of these awards from past recipients of the Legion of Honor; church and government leaders; and leaders of civic, fraternal and veteran organization only. All awards must be publicly presented at a Legion of Honor service or as part of an appropriate ceremony which includes the Saga of the Four Chaplains.

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
A PROCLAMATION

As we observe the 50th anniversary of the Vietnam War, we reflect with solemn reverence upon the valor of a generation that served with honor. We pay tribute to the more than 3 million servicemen and women who left their families to serve bravely, a world away from everything they knew and everyone they loved. From Ia Drang to Khe Sanh, from Hue to Saigon and countless villages in between, they pushed through jungles and rice paddies, heat and monsoon, fighting heroically to protect the ideals we hold dear as Americans. Through more than a decade of combat, over air, land, and sea, these proud Americans upheld the highest traditions of our Armed Forces.
As a grateful Nation, we honor more than 58,000 patriots --their names etched in black granite -- who sacrificed all they had and all they would ever know. We draw inspiration from the heroes who suffered unspeakably as prisoners of war, yet who returned home with their heads held high. We pledge to keep faith with those who were wounded and still carry the scars of war, seen and unseen. With more than 1,600 of our service members still among the missing, we pledge as a Nation to do everything in our power to bring these patriots home. In the reflection of The Wall, we see the military family members and veterans who carry a pain that may never fade. May they find peace in knowing their loved ones endure, not only in medals and memories, but in the hearts of all Americans, who are forever grateful for their service, valor, and sacrifice.
In recognition of a chapter in our Nation's history that must never be forgotten, let us renew our sacred commitment to those who answered our country's call in Vietnam and those who awaited their safe return. Beginning on Memorial Day 2012, the Federal Government will partner with local governments, private organizations, and communities across America to participate in the Commemoration of the 50th Anniversary of the Vietnam War -- a 13-year program to honor and give thanks to a generation of proud Americans who saw our country through one of the most challenging missions we have ever faced. While no words will ever be fully worthy of their service, nor any honor truly befitting their sacrifice, let us remember that it is never too late to pay tribute to the men and women who answered the call of duty with courage and valor. Let us renew our commitment to the fullest possible accounting for those who have not returned.
Throughout this Commemoration, let us strive to live up to their example by showing our Vietnam veterans, their families, and all who have served the fullest respect and support of a grateful Nation.
NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim May 28, 2012, through November 11, 2025, as the Commemoration of the 50th Anniversary of the Vietnam War. I call upon Federal, State, and local officials to honor our Vietnam veterans, our fallen, our wounded, those unaccounted for, our former prisoners of war, their families, and all who served with appropriate programs, ceremonies, and activities.
IN WITNESS WHEREOF, I have hereunto set my hand this twenty-fifth day of May, in the year of our Lord two thousand twelve, and of the Independence of the United States of America the two hundred and thirty-sixth.

Lâu nay không liên lạc cùng Anh, hôm nay tôi viết thư này , trước là để vài lời thăm hỏi Anh cùng quý quyến, và sau đó có vài chuyện liên quan đến Cộng Đồng người Việt chúng ta, mong được hỏi ý kiến của Anh vì Anh là người có nhiều kinh nghiệm trong lảnh vực này hơn ai cả.

Tôi tình cờbiết được chính phủ Liên Bang Hoa Kỳ và Bộ Quốc Phòng có cho phép thành lập một chương trình để Kỷ niệm 50 năm Chiến Tranh Việt Nam và Vinh danh các cựu quân nhân, Hoa Kỳ cùng quân đội Đồng Minh, đả từng tham chiến ngày nọ ở Việt Nam.

Đây là một chương trình hoàn toàn có tính cách tình nguyện Bất Vụ Lợi và độc lập cho bất cứ cơ quan, tổ chức, dân sự hay thương mải, trong củng như ngoài chính phủ đủ các cấp trên nước Hoa Kỳ. Tất cả những tổ chức muốn tham dự sinh hoạt này chỉ cần lên mạng nộp đơn, cho biết vài chi tiết và đồng ý tuân theo những quy định đả định sẵn là xong.. Trong vòng một tháng họ sẽ nhận được giấy tờ và hồ sơ xác nhận ghi danh là một thành viên trong tổ chức này rồi bắt đầu sinh hoạt.. Thế thôi..

Không hiểu tại sao cho đến ngày hôm nay, 29 tháng Tám 2014, chúng ta vẫn chưa hề có một tổ chức, cơ quan hay đảng phái nào ở toàn quốc tình nguyện tham dự để góp phần cảm ơn và vinh danh những hy sinh của các chiến sỉ trong chiến tranh Việt Nam( Mỹ cũng như Việt và cựu chiến binh các quốc gia khác). Trong khiđó trong chương trình này hiện đả có 6305 tổ chức và 920 sinh hoạt tính đến ngày hôm nay. Có hầu hết các trường đại học, các cơ quan chính quyền lớn nhỏ các cấp, hội cựu quân nhân, cũng nhưcác cơ sỡ thương mãi đả có tên. Ngay trong vùng Westminster của Anh, tiệm Walmart (store number 2495) cũng là một trong các tổ chức tham dự trong chương trình này.

Chỉ có chúng ta, cộng đồng người Việt tại Hoa Kỳ và nhất là ở California , thì hoàn toàn .. vắng bóng.

Hiện giờ tôi đang cố gắng vận động các hội đoàn tổ chức của người Việt nam ghi tên tham dự vào chương trình này để cùng góp công vào mục đích cao cả đả nêu trên. Chính cá nhân tôi, hy vọng dưới danh nghĩa một hội đoàn nào đó, sẽtìm cách ghi danh tham dự và sẽ tổ chức một vài sinh hoạt nho nhõ để cùng chung tay góp sức quản bá, vinh danh bằng hình thức này hay hình thức khác vì đó là chuyện tôi cần nên làm bới vì mình là một công dân Hoa Kỳ và là một người Việt Tỵ Nạn ngày nào.

Còn Anh thì sao ? Với chức vụ và danh xưng là Thị Trưởng người Việt của Westminster, cùng là người Thị Trưởng gốc Việt đầu tiên trên toàn nước Mỹ tôi hy vọng Anh cũng sẽ là một trong những người tiên phong tham dựvào tổ chức, sinh hoạt thiết thực này. Nếu Anh tham dự và cần vài tình nguyện viên để làm việc nọ thì xin Anh cho phép tôi được chung một tay cùng Anh mai này.
